Respected Sir,

Sub:  Non-implementation of Government orders on CCS (Revised  Pay) Rules 2016 in respect of Central Government employees who are working on deemed deputation to Central Food Laboratory-request immediate intervention.

               It is reported that Central Government emplpoyees working on deemed deputation at Central Food Laboratory,  Kolkata (Health&Family Welfare Department, Government of India)  have not yet been paid their revised  salary as per CCS   (Revised  Pay) Rule 2016,  notified    by the Finance Ministry on  25-07-2016.  The Director, Central Food Laboratory has issued orders to draw the pay on the basis of pre-revised pay even in respect of those Central Government  employees working at CFL who are on deemd  deputation.  He has equated   the employees who are on deemd deputation with the employees of autonomous organisations.

               In this regard you kind attention is drawn to the orders  issued by Prasar Bharati  Secretariat in respect of their employees who are on deemed deputation to Prasar Bharati vide Memo No. A-10/51/2014-PPC (3) (Pt) dated 05-08-2016 (Copy of the Prasar Bharati Order is encosed for your ready reference), regarding  implementation of Government Orders on CCS (Revised Pay) Rules 2016 notified by the Government on 25-07-2016 in respect of employees of Prasar Bharathi, who are on deemed deputation.

               I  request your kind intervention in this case, so that orders for implementation of CCS (RP) Rules 2016 in respect of employees working in CFL who are on deemed deputation, will be  issued by the  Health and Family Welfare Department, at the earliest.
